At this point just force their hand and show them than an upgrade is required. You simply cannot continue to operate with a 15Gb C: drive. Just move it there, this should free up enough space for you.

RobWJPR - this is a physical server that is running small business server I believe the system is setup RAID 0. I know it is not mirrored. This is just an idea, but you can also try using something like ccleaner to remove stuff that is either hard to find or tedious. That program is great in a pinch.
If they are unwilling to upgrade the server you may be able to convince them to allow you to upgrade the HD to a larger one. It is a band-aid fix but better than nothing. There is some great freeware out there that I have used to clone desktop and server HDs. Worse case scenario you are no further behind, best case you have new hardware to make your life easier.
Depending on total size, you can take an image, say with Symantec Ghost, to a USB drive, then reimage it back and mod the partition sizes. I have done this in the past and it works very well, especially if you can not add more drives and you would like to claim space from D to C. Also, something mentioned above about repartitioning could help if you have space to claim from D. Something like PartitionMagic or something similar.
But, by all means, temp files, windows update uninstall files, moving the swap file etc It's all plain text I speak from experience. Keep deleting the unused programs from the computer, empty recycle bin once a week, and check your system for virus time-by-time. If the problem persists, follow the below steps.
